Low FODMAP
Yes — Cream is low FODMAP in normal servings and is generally well tolerated by people with IBS.
Low-FODMAP serving

Becomes high FODMAP at
beyond 1/4 cup (about 60 ml)
High fat dilutes lactose; a normal serving is low FODMAP, but large amounts become moderate for lactose.

Usually it's a portion difference, not a disagreement. This page scores cream at a serving of 2 tbsp (40 ml / 40 g); at 1/4 cup (about 60 ml) it belongs in the high band. A source quoting the larger serve will call it high, and one quoting the smaller will call it low — the same food, measured at two different amounts.
Based on published FODMAP research and reviewed reference data. Informational only — not medical advice. Tolerance is individual; verify with a dietitian during the elimination phase.
How much is OK?
This food's verdict depends on the serving. The bands below show where the load builds, group by group.
Lactose
Cream is mostly fat, which crowds out the lactose — so a spoonful gets far more headroom than the same spoonful of milk, but a full cup is still a lactose serve. Whipped cream stretches further by volume (about half a cup stays low) because it is mostly air. Lactose-free cream removes the ceiling entirely.
Bands reflect published FODMAP research for typical preparations — individual tolerance varies, especially mid-reintroduction.
