Oat creamer is a concentrated oat base rather than oat milk, so the fructans and GOS from the oats are packed into less liquid, and some brands add oat fibre or chicory root fibre (inulin), which is another fructan. A tablespoon or two in a coffee is a small load; a heavy pour into a large iced coffee, or three refills across a morning, is where it builds up.

Usually it's a portion difference, not a disagreement. This page scores oat creamer at a serving of 1 tbsp (15 ml); at 2 tbsp (30 ml) or more it belongs in the high band. A source quoting the larger serve will call it high, and one quoting the smaller will call it low — the same food, measured at two different amounts.
